looking for the most illuminating HID flashlight…?

I’m looking for a good solid beam (or adjustable beam) projecting torch, strobe function is a necessity. This would be for suspect contact, so i’d prefer a torch that provides a high intensity blinding beam. Also would be nice if it was small enough to tack onto a duty belt and patrol comfortably. Thanks to all responders.
