How do you measure the diameter of objects like screws and poles?

I know the formula – d x pi, I need to know HOW to measure it practically. I have a soft ruler to wrap around the pole and need to measure it in metrics. Will this be accurate or is there another way to go about it? Maybe the Home Depot has something.
For instance, I am trying to measure an umbrella pole, which the guide lists it at 32mm, how do I go about measuring this to get the same answer.

You need to use a vernier caliper, and they can be bought quite cheaply for project work. The cheapest are made from plastic but still accurate enough, and a digital caliper are not that expensive nowadays.
